Background

Wake County Government in Raleigh, North Carolina manages a diverse and rapidly growing fleet of more than 1,200 vehicles. The majority support emergency response, including nearly 100 ambulances and a large sheriff’s fleet, while the remainder serve administrative and operational needs across a county experiencing fast population growth.

Director of Fleet Operations, Tom Kuryla, has spent more than 20 years with the County and has used FleetWave since 2018. During this time, Wake County’s operational scale, reporting demands, and need for integrated data systems have increased dramatically, prompting a strategic shift toward digital, automated, and transparent fleet management.

Challenges

Before FleetWave, Wake County relied on manual processes that limited visibility, slowed reporting, and made departmental collaboration difficult. Tom explains: “We wanted to increase our data transparency, be able to increase the amount of reporting and add integrations and automations so that our efficiencies could be increased.”

These gaps pushed Wake County to find a platform capable of delivering stronger insights, better connectivity, and greater flexibility as Tom explains: “With FleetWave we’ve been able to accomplish 10x what we expected with over 10 different integrations.”

One of the most time‑consuming tasks was the twice‑yearly vehicle replacement analysis, which used to take more than a week of manual calculations and complex formulas to evaluate each vehicle and forecast when they’re going to need replacing.

After implementing FleetWave, the Wake County team identified  this entire method could be replicated in the system. Tom explained: “We went through a development process to realize that all these formulas could be replicated in FleetWave. So now, twice a year, I just hit a button and it displays everything I was doing before that took weeks.”

Communication between the Fleet Operations and the Risk Department teams was also a major challenge. Tom highlights the improvement: “We built a risk module in FleetWave so both teams could access the database to store vehicle pictures, files, estimates and things like that.” This consolidated area removes communication bottlenecks and ensures both teams work from the same up‑to‑date information.

Compliance presented another hurdle. With nearly 100 ambulances in constant operation, preventive maintenance (PM) had to be completed on time to ensure safety and readiness. However, the County regularly fell behind schedule, with PMs often overdue. This created potential operational risks and raised questions about whether additional shops, shifts, or expanded fleet resources might be required, potentially at substantial cost.

Our Impact

With FleetWave, Wake County gained the clarity and control needed to manage rapid growth while keeping costs down. Tom explains: “Being in the Government industry, your goals are always to save money. Our County is growing at a high pace, and we must manage that growth in the cost. I’ve used FleetWave to build a vehicle equivalency unit, where we automatically know what kind of impact new vehicles added to our fleet have on our staff. And we’re able to provide the service to keep them on the road

FleetWave’s configurability has also improved internal service delivery. Tom highlights: “Having the data and the ability to customize our fields and create modules allows us to help our customers and provide a better service to the community.”

The measurable impact of FleetWave across Wake County:

  • The replacement-analysis automation saves more than a week of work twice a year, recovering approximately 80 hours annually from a single workflow improvement.
    • The County now uses 10+ system integrations, reducing double-entry and ensuring data moves automatically between platforms.
    • Cross-department collaboration has been significantly strengthened through the Shared Risk module, eliminating communication delays and improving claims accuracy.
    • Using FleetWave, Wake County built a Vehicle Equivalency Unit so that as new vehicles are added, the system automatically shows their impact on staff. This allows Tom to explain to the County Manager when 1–2 additional personnel may be needed, helping secure approval for each staff increase based on data.
  • By coordinating closely with the Emergency Medical Services (EMS) team using FleetWave, Wake County achieved 100% on-time PM compliance for five consecutive months – a dramatic improvement compared to previous years. • This success has helped avoid costly expansions, new shifts, or facility investments, proving that the existing operation can support current and future demand.
  • Custom fields and modules have improved internal customer service, supporting better outcomes across the community.

Conclusion

FleetWave has become an essential tool for Wake County, delivering flexibility, automation, and measurable efficiency gains across every department. Its configurable design allows teams to tailor screens, add fields, and build the exact data structures they need, unlocking the insights that have driven major ROI, from recovering 80 hours a year in replacement-analysis time to achieving 100% ambulance PM compliance and securing data-backed staffing approvals.

As Tom explains: “I really enjoy using FleetWave because of its customized ability, you can change your screen design, you can add fields any time you want. Think of the data you need and you can build it within FleetWave. It’s so easy and flexible, and it serves a benefit to everybody that uses it.”

For the team, FleetWave isn’t just software, it’s a strategic solution that simplifies workflows, eliminates duplication, improves accuracy, and powers confident, evidence-based decision-making. The result is a smarter, more efficient operation that supports the County as it continues to grow.
